How should the IAS system load it's toc (see ETocMode).
0 = Load a single .iochunktoc
1 = Try to find a .uondemandtoc each time a pak file is mounted
2 = Download the toc from the target CDN
Usage
ias.TocMode [value]
Set via the console (~) or in DefaultEngine.ini / DefaultGame.ini.
